Uphold Pennsylvania’s Environmental Rights Amendment & Act on Climate.
Pennsylvania’s constitution contains an environmental rights amendment, or a Green Amendment—Article 1, Section 27—protecting every Pennsylvanian’s right to pure water, clean air and a healthy environment for both present and future generations.
Since its adoption in 1971, legislators and governors have largely ignored it. In 2013, the Delaware Riverkeeper Network, Maya van Rossum, the Delaware Riverkeeper, and her team won a watershed legal victory that breathed legal life into the constitutional right of people in the state to a clean and healthy environment. But the battle to fully define and defend the environmental rights of the People of Pennsylvania continues.
It’s time for Pennsylvanians to claim that right.
The IPCC report on climate change released earlier this month is dire. We have just 12 years left to address climate change. Meanwhile, industries continue to pollute Pennsylvania’s communities in myriad ways and Pennsylvania’s legislators and governors continue to allow the mass expansion of fracking, a primary source of one of the most dangerous climate changing emissions – methane.
The Delaware Riverkeeper Network, along with the Better Path Coalition, invite you to join our campaign to tell Harrisburg that it’s time to uphold Article 1, Section 27 and be the climate and environmental champions we need.

What’s to come with the Article 1 Section 27 Campaign?
The Delaware Riverkeeper Network, as a proud member of the newly formed Better Path Coalition, plan to kick off 2019 with a HUGE event celebrating Article 1, Section 27 of the PA Constitution. We’re working with our partners to plan a day of action on Sunday, 1/27 and a delivery of this petition to every office in the capitol on Monday, 1/28 with the help of the children whose futures are on the line. We want our newly elected representatives and those who return to Harrisburg to uphold Pennsylvania’s Green Amendment, which happens to be one of only two Green Amendment’s in the country. We want elected officials who will lead on climate, take aggressive action against pollution and environmental degradation, and prevent new sources of pollution and degradation from damaging PA communities.
